Imposes penalties of at least $25,000 for failing to register within 5 business days, $15,000 for late monthly reports, and $100,000 for falsified or incomplete filings

Establishes a whistleblower hotline for reporting violations, with whistleblowers receiving 50% of fines from successful convictions

Disqualifies corporations from state economic development incentives (tax credits, grants, loans) if they are from designated foreign adversary countries under 15 CFR 791.4(a) or have 5% or greater ownership by individuals, governments, or corporations from those countries
