Local governments may enact rules allowing subsequent residential developments to share costs of capital facility improvements that benefit multiple developments, and the Department of Transportation may establish rules for allocating future cost shares of intersection improvements to reduce barriers for residential developments.

Airline travel credits issued on or after January 1, 2025 cannot expire, cannot be reduced by fees including dormancy fees, and must be redeemable by any possessor regardless of the name on the credit; credits with remaining value under $5 (from original value over $5) must be redeemed for cash upon request.

Subdividers now have the option to choose a cash-only donation for park dedications; if not choosing cash only, the governing body determines whether the dedication is land, cash, or a combination, with cash portions limited to the amount not covered by land.

The "Energy and Telecommunications Interim Committee" is renamed to the "Energy and Technology Interim Committee" throughout Montana Code.

The act is effective upon passage and approval, with travel credit provisions applying retroactively to credits issued on or after January 1, 2025.
