Department of Administration must create and manage a public website for state procurement information to increase transparency of financial transactions and payments made by purchasing agencies

Website must display details for each payment including contractor name, payment purpose, and payment amount

Repeals existing provisions allowing agencies to bypass standard procurement requirements (18-4-303 through 18-4-306) when a supplier's catalog price beats the lowest bid

Eliminates the alternative procurement method authorization process that previously allowed agencies to request exceptions from the department within a 30-day review period
