Secure youth transportation companies (private businesses or nonprofits specializing in transporting children) must register annually with the Department of Public Health and Human Services and pay a fee

Companies must notify DPHHS at least 48 hours before transporting a child to or through Montana, providing details including the child's name, age, parent/guardian contact information, employee names, and pickup/dropoff locations

DPHHS must maintain transport records for a minimum of 10 years and provide access to the Department of Justice for human trafficking investigations and to individuals who were subjects of transport

Companies are prohibited from using chemical restraints, physical restraints, or visually impairing children (hoods/blindfolds), and cannot pick up children for transport between 9 p.m. and 6 a.m.

DPHHS must publish and quarterly update a public list of registered secure youth transport providers on its website
