Requires counting boards to reconcile the total number of ballots with the record of ballots accepted (replacing the previous reference to "pollbook")

When discrepancies cannot be reconciled, counting boards must submit a written report to the election administrator detailing missing or excess ballots and any known reasons, signed by all judges

Election administrators must conduct an investigation if discrepancies are not satisfactorily explained, which may include recounting ballots and reviewing accepted ballot records

Election administrators must report investigation findings to the board of county canvassers, describing the process and reason for any discrepancy
