Closes enrollment in Montana's expanded Medicaid program (HELP Act) to new applicants on September 1, 2025, allowing only those already enrolled as of August 31, 2025 to remain covered

Requires the Department of Public Health and Human Services to apply for a federal waiver from CMS to maintain existing eligibility and federal matching fund levels for current enrollees

Grants the department authority to implement additional restrictions if federal funding decreases, including community engagement requirements, biannual redeterminations, elimination of automatic renewals, and lifetime benefit limits for able-bodied adults

Changes the program's termination date from June 30, 2025 to whenever the DPHHS director certifies that no participants remain enrolled

Takes effect immediately upon passage and approval
