Montana driver's licenses and identification cards issued to U.S. citizens must display an eagle image to signify citizenship status, effective January 1, 2026

Non-citizens applying for identification cards must have their lawful presence verified through the federal systematic alien verification for entitlements (SAVE) program or other federally approved verification systems

The requirement applies only to licenses and identification cards issued on or after January 1, 2026; existing cards are not affected until renewal

Implementation must be completed within existing agency resources with no additional funding allocated

Amends MCA sections 61-5-111 (driver's license contents) and 61-12-501 (identification card issuance authority)
