Local governments are prohibited from enacting ordinances or resolutions that ban, effectively ban, or create undue hardship on the use of working animals in commerce, service, law enforcement, hunting, agriculture, transportation, entertainment, education, or exhibition

"Working animal" is defined as animals used for specific duties including human service, transportation, law enforcement, education, competition, or exhibition—explicitly excluding livestock such as poultry, swine, cattle, sheep, and goats

The right to utilize working animals for the benefit of the animal or the individual it serves is declared guaranteed under state law

Local governments retain authority to establish ordinances regarding animal care, public health, and public safety, and existing state laws regulating these areas remain unaffected

Amends Section 7-1-111, MCA to add working animal bans to the list of powers denied to local governments with self-government powers
