Montana Legislature formally recognizes and commends the National Conference of State Legislatures (NCSL) on its 50th anniversary, celebrating its founding in 1975 from the merger of three organizations serving state legislatures

NCSL operates as a bipartisan organization with three core objectives: advancing state legislature effectiveness, independence, and integrity; fostering interstate communication; and ensuring states have a cohesive voice in the federal system

Montana Sen. Antoinette Rosell served as a founding member of the NCSL Executive Committee in 1974-1975, with eight additional Montana legislators serving on the committee through 2025, including current Vice Chair Sen. Barry Usher

At least 10 Montana legislative staff have completed NCSL's Legislative Staff Management Institute, and at least 12 Montana staff and lawmakers have completed NCSL Fellowship programs in areas including maternal/child health, opioid policy, and early childhood
