Recommends Montana join the National Popular Vote Interstate Compact, which would award all member states' electoral votes to the presidential candidate winning the national popular vote

As of 2024, 17 states and the District of Columbia have joined the compact, representing 209 of the 270 electoral votes needed for it to take effect

Notes that 5 of the nation's 47 presidents won election without winning the popular vote under the current electoral college system

Requires no amendment to Montana's or the U.S. Constitution, relying instead on states' constitutional authority to determine how their electoral votes are awarded

Directs the Secretary of State to send copies of the resolution to Montana's Congressional delegation and all federally recognized tribal governments in Montana
