Requests the Legislative Council to designate an interim committee to study how the Department of Public Health and Human Services and Office of Public Instruction can coordinate efforts to address health and learning needs of children with prenatal methamphetamine and fentanyl exposure

Requires collaboration with tribal governments, county and tribal health departments, and early childhood care and education providers in conducting the study

Directs the committee to gather statistics on affected children and investigate approaches used by other states

Study must be completed by September 15, 2026, with final results reported to the 70th Legislature
