Urges U.S. Congress to exempt pickup truck drivers hauling nonhazardous material on a single trailer from commercial driver's license (CDL) requirements

Requests Congress create a less burdensome and less costly licensure level for school bus drivers, separate from full CDL requirements

Cites concerns that current CDL requirements place unreasonable burdens on small businesses and rural school districts, particularly those relying on senior citizen volunteer drivers

Directs the Secretary of State to send copies to Montana's Congressional delegation, relevant House and Senate committees (Transportation, Commerce, Education), and all state and territorial legislatures
