Directs review of Title 7, chapter 2 requirements for duplicative, redundant, or outdated provisions needing modernization

Requires stakeholder engagement including Montana League of Cities and Towns, Montana Association of Counties, and MSU Local Government Center, with study completion by September 15, 2026
