Approves the Long-Range Legislative Branch Capitol Development Plan as recommended by the Legislative Council to address overcrowding and space constraints in the Montana Capitol building

Identifies priority space needs: hearing rooms for public involvement, workspace for elected officials, workspace for professional support staff, and workspace for temporary session staff

Explicitly prohibits approval of any future option to construct a new building to accommodate additional legislative space needs

Follows House Bill 856 from the 2023 session, which directed development of this long-range plan to determine current and future Legislative Branch space requirements

Acknowledges the plan is nonbinding and additional study will be needed to determine the most appropriate implementation approach
