Authorizes the Post-Release Supervision and Parole Commission to use electronic means instead of mail to notify media outlets when considering parole for individuals serving life sentences.

Allows electronic notification only when it would be more timely and cost-effective than traditional mail notification.

Applies to both the initial notice (at least 30 days in advance of parole consideration) and the notice of the Commission's decision (within 10 days of that decision).

Maintains existing notification requirements for district attorneys, law enforcement, victims and their families, and newspapers, with electronic means as an optional alternative for media.

Effective upon becoming law; ratified July 9, 2010, and approved July 20, 2010.
