Permits the personal representative of a deceased candidate to file a written designation of campaign funds within 90 days of the candidate's death if the candidate did not file one before death.

Restricts the personal representative's authority to direct funds only to charitable donations under G.S. 163-278.16B(a)(3), rather than all permitted uses available to living candidates.

Requires that outstanding debts of the campaign account be paid before the designated funds are distributed according to the written designation.

Applies retroactively to candidate campaign committees in active status with the State Board of Elections as of the bill's effective date, allowing personal representatives 90 days from the date of Voting Rights Act preclearance to file the designation.

Became effective July 20, 2010 when signed by Governor Beverly E. Perdue.
