Requires military wartime veteran special plates to be issued only to members or veterans who received a campaign or expeditionary ribbon or medal for their service during a defined period of war.

Establishes eight defined periods of war: World War I (April 16, 1917 – November 11, 1918), World War II (December 7, 1941 – December 31, 1946), Korean Conflict (June 27, 1950 – January 31, 1955), Vietnam Era (August 5, 1964 – May 7, 1975), Desert Storm (August 2, 1990 – April 11, 1991), Operation Enduring Freedom (October 24, 2001 – date to be determined), and Operation Iraqi Freedom (March 19, 2003 – date to be determined).

Changes the minimum application requirement from 300 applications per individual war period to 300 combined applications across all war periods before the Division of Motor Vehicles may issue plates.

Removes the previous exemption that allowed World War II and Korean Conflict plates to be issued without meeting the 300 application minimum.

Authorizes the Division of Motor Vehicles to issue plates for any other campaigns, expeditions, or engagements for which the United States Department of Defense authorizes a campaign badge or medal.
