• Allows any municipality (city, town, village, or county) to regulate golf cart operation on public streets and highways with speed limits of 35 mph or less, replacing previous limitations that only applied to specific named localities.

• Municipalities may require golf cart registration, charge registration fees, specify authorized operators, and set equipment standards, load limits, hours, and methods of operation.

• Establishes minimum age requirement that no person under 16 years of age may operate a golf cart on public streets or highways.

• Repeals previous special golf cart regulations for specific communities including Seven Lakes, Lake Toxaway, Cary, and Whispering Pines, consolidating golf cart regulation under the general municipal authority provisions.

• Becomes effective October 1, 2009.
