Establishes liability protections for computer equipment manufacturers, television manufacturers, retailers, and collectors from responsibility for data or information remaining on collected devices.

Adds new definitions including "desktop computer," "notebook computer," "recycle," "recycler," and "market share" for television manufacturers' recycling obligations.

Expands state procurement restrictions to prohibit contracts with non-compliant television manufacturers and requires preference for manufacturers with programs to recover other brands' equipment.
