Prohibits health benefit plans and insurers from limiting or fixing dentist fees for services that are not covered under the insurance contract.

Applies only to stand-alone dental insurance plans, not dental coverage incidental to medical insurance policies.

Defines "covered services" as services for which reimbursement is available without regard to deductibles, copayments, coinsurance, waiting periods, frequency limitations, or other contractual limitations.

Effective immediately upon enactment and applies to all contracts delivered, amended, or renewed on or after the effective date.
