Expands eligibility for confidential intermediary services to include adult biological siblings, adult biological half-siblings, adult family members of deceased adoptees, and adult family members of deceased biological parents.

Allows agencies acting as confidential intermediaries to obtain and deliver certified copies of death certificates to persons requesting services under G.S. 130A-93.

Requires written consent from all parties seeking to share identifying information, with biological parent consent required when living if other parties wish to contact each other.

Mandates that agencies contact individuals in a manner reasonably calculated to prevent incidental disclosure of confidential information.

Becomes effective October 1, 2010.
