Permits continuing care retirement communities to offer in-home services as part of continuing care contracts, expanding the definition of "continuing care" to include health-related services provided in an individual's home.

Adds "in-home services" definition to state law, defined as health-related services provided to an individual in their home or the home of a relative.

Requires continuing care contracts that include in-home services to specify procedures and timelines for transitioning individuals from in-home services to facility-based services.

Directs the Department of Insurance and Department of Health and Human Services to jointly report to the House by April 1, 2010, on barriers preventing continuing care residents from receiving at-home services and recommendations for statutory changes.

Appropriates $30,000 each to the Department of Insurance and Department of Health and Human Services for fiscal year 2009-2010 to implement the act.
