Appropriates $400,000 from the General Fund to the University of North Carolina School of Medicine, Department of Psychiatry for fiscal year 2010-2011.

Allocates $200,000 to support the UNC Center for Excellence in Community Mental Health, training programs for psychiatrists and mental health professionals, statewide evidence-based practice training, and the Schizophrenia Treatment and Evaluation (STEP) Program clinic.

Allocates $200,000 as bridge funding for the Outreach and Support Intervention Services (OASIS) Program, which provides intensive interventions for individuals in early stages of schizophrenia.

Directs OASIS to transition from foundation support to alternative funding sources including private insurance, Medicaid, state mental health appropriations, and other streams.

Becomes effective July 1, 2010.
