Disapproves rule 23 NCAC 02C .0301 (Admission to Colleges) adopted by the State Board of Community Colleges on March 19, 2010, and approved by the Rules Review Commission on April 15, 2010.

Amends G.S. 115D-1 to require that community college students be "lawfully present in the United States" as part of the major purpose statement for institutions in the system.

Adds new subsection (u) to G.S. 115D-5 requiring that admissions standards of the State Board of Community Colleges and all local community colleges prohibit admission of persons not lawfully present in the United States, unless required by federal law.

Provides that admissions standards that do not expressly address admission of unlawfully present persons shall be interpreted to comply with this prohibition.
