Prohibits corporal punishment on students with disabilities (as defined in G.S. 115C-106.3(1) or Section 504 of the federal Rehabilitation Act of 1973) whose parent or guardian has submitted written notice forbidding such punishment.

Requires schools to provide parents and guardians of disabled students a written form at the beginning of each school year (or upon student enrollment) allowing them to elect that corporal punishment not be used.

Mandates local boards of education submit annual reports to the State Board of Education detailing corporal punishment incidents, including number of students punished, number with disabilities, grade levels, race/ethnicity, and reasons for punishment.

Makes corporal punishment of disabled students subject to requirements in G.S. 115C-391(a)(5), ensuring consistency with federal laws and regulations.

Effective beginning the 2010-2011 school year.
