Appropriates $2,000,000 from the General Fund to the Department of Public Instruction for fiscal year 2010-2011 to ensure EVAAS (Education Value Added Assessment System) is available to all local school administrative units and charter schools.

Requires that appropriated funds not revert at the end of the fiscal year but carry forward to the next fiscal year.

Directs the State Board of Education to issue guidelines explaining how all teachers can access and utilize EVAAS.

Declares the General Assembly's intent that EVAAS be used extensively throughout the state by teachers, administrators, and support staff to help North Carolina students reach their highest academic potential.

Effective date: July 1, 2010.
