Repeals G.S. 136-82.2 and modifies North Carolina Turnpike Authority's toll collection and enforcement procedures for open road tolling systems.

Allows discounts for motor vehicles equipped with electronic toll collection transponders or vehicles with prepaid tolls, removing the previous 35% discount cap limitation.

Changes billing requirements so tolls must be paid prior to or at the time of travel rather than within 15 days after travel, with bills sent within 90 days of travel or the toll is waived.

Reduces processing fee cap from unspecified amount to $6.00 per bill and changes maximum annual processing fees from calendar year to 12-month period basis, with $48.00 maximum per period.

Modifies civil penalty provisions to apply when a person receives two or more unpaid toll bills and fails to pay within 30 days, with $25.00 civil penalty per incident instead of per six-month period; eliminates Division of Motor Vehicles collection authority and directs penalties to Civil Penalty and Forfeiture Fund.
