Amends Chapter 20 of the General Statutes by adding § 20-171.3 to regulate bicycle operation on streets and highways.

Prohibits bicyclists from riding more than two abreast on streets and highways, except on paths or roadways exclusively designated for bicycles.

Requires cyclists riding two abreast to not impede normal traffic movement and to stay within a single lane on laned roadways.

Mandates that cyclists riding two abreast move into single-file formation as quickly as practicable when overtaken by faster-moving vehicles from behind.

Becomes effective December 1, 2010, applying to offenses committed on or after that date.
