Amends the charter of the City of Burlington to authorize the city council to lease city-owned real property located in municipal service districts.

Allows the city council to set lease terms, conditions, and consideration at its discretion, including lease terms exceeding 10 years.

Requires the city to hold a public hearing before leasing property, with notice published at least 10 days in advance describing the property, lease terms, proposed consideration, and the council's intention to approve.

Exempts these leases from the standard procedures in North Carolina General Statute 160A-272 while preserving all other existing laws regarding municipal property leasing.

Effective upon becoming law.
