Amends the Charter of the City of Burlington to authorize the city council to provide economic incentives for residential development projects within municipal service districts.

Allows the city council to make appropriations and authorize incentives for residential projects that are likely to have significant economic revitalization effects on the municipal service district.

Permits the city council to make loans and grants from public funds for revitalization projects with significant revitalization effects on the city.

References compliance with G.S. 158-7.1 et seq. and Article 23 of Chapter 160A of the General Statutes regarding municipal service districts.

Becomes effective upon enactment into law.
