Amends 911 system statutes to redefine "call taking" to include dispatching 911 call information to appropriate responders, and clarifies enhanced 911 service includes selective routing or other means of directing calls based on geographic location.

Restructures 911 Board membership to prohibit duplicate representation from local government units and telecommunications providers receiving 911 Fund distributions, adds fire chief and rescue/EMS chief positions, and limits board members to two consecutive terms.

Authorizes 911 Board to pay private sector vendors for provisioning networks for 911 service and allows the Board to adjust the service charge rate based on revenue needs, effective on any July 1 rather than only even-numbered years.

Increases 911 Board administrative fee cap from 1% to 2% of total service charges and establishes new funding formula for PSAP distributions based on population, operational costs, tier designation, and service levels, with distributions to become effective July 1, 2011.

Increases supplemental PEG channel support funding from $25,000 per channel (capped at $2 million annually) to $4 million divided by number of certified channels, effective July 1, 2011.
