Department of Health and Human Services must study dental care issues for the special needs population through its Divisions of Medical Assistance and Public Health.

Study must examine feasibility of expanding Medicaid dental services to include reimbursement for evidenced-based topical fluoride treatment and chemotherapeutic agents for preventing periodontal disease in high-risk adults with special health care needs.

Study must examine feasibility of implementing facility code policies allowing certified providers to bill for each patient seen in long-term care facilities or group homes on the date of service.

Department must report findings and recommendations to the North Carolina Study Commission on Aging and the Public Health Study Commission by November 15, 2011.

Act became effective upon enactment on July 11, 2010.
