Increases membership of the Commission on Children With Special Health Care Needs from eight to nine members appointed by the Governor.

Adds a licensed dentist who provides services to children with special needs as a new commission member, recommended by the North Carolina Dental Society.

Maintains existing commission membership positions including parents, psychiatrist, psychologist, pediatrician, children's hospital representative, public health director, and special education educator.

Effective upon enactment as law.
