Renames Part 14A of Chapter 143B to "Older Adults" and updates findings to emphasize independent living free from abuse, neglect, and exploitation, with access to community involvement and preventive healthcare.

Renames Part 14B to "Long-Term Services and Supports" and revises policy language to reflect person-centered care in the least restrictive environment, with expanded focus on both older adults and people with disabilities.

Adds new policy intent provisions including support for family and informal caregivers, emphasis on evidence-based activities for healthy aging and chronic disease management, and encouragement of individual and family planning for future long-term care needs.

Establishes that Community Resource Connections for Aging and Disabilities should be utilized throughout the State to provide coordinated, seamless access to information and services regardless of funding source.

Effective upon enactment, ratified June 28, 2010 and approved July 8, 2010.
