Appropriates $1,387,000 from the General Fund to the Department of Health and Human Services for the 2010-2011 fiscal year to prevent infant mortality in North Carolina.

Allocates $350,000 to March of Dimes for the NC Folic Acid Campaign to reduce neural tube defects through outreach and educational materials.

Allocates $330,000 to East Carolina School of Medicine for a high-risk maternity clinic serving 29 eastern counties to improve birth outcomes.

Allocates $150,000 to Healthy Start Foundation for the Safe Sleep Campaign to reduce SIDS and sleep-related suffocations, and $460,000 for maternal health education and outreach programs.

Allocates $97,000 to UNC School of Medicine to provide education and progesterone treatment to reduce preterm births among low-income non-Medicaid women with prior preterm birth history.

Prohibits the Department of Health and Human Services, Division of Medical Assistance from lowering provider reimbursement rates for prenatal, maternity care, and maternity care coordination.
