Allows dependent children already enrolled in the North Carolina State Health Plan for Teachers and State Employees as of May 1, 2010 to remain on the plan through the end of the month following their 26th birthday, even if not full-time students, provided they have no other employer-sponsored health coverage.

Requires the Executive Administrator of the State Health Plan to consult with the Committee on Employee and Hospital Medical Benefits before implementing any program to verify tobacco usage by plan members.

Section 1 is effective June 1, 2010 and repeals July 1, 2011; Section 2 is effective upon enactment.
