Delays the effective date of the Clean Coastal Water and Vessel Act from July 1, 2010, to April 1, 2011.

Limits the Act's application to large vessel marinas and vessels located only in coastal waters designated as no discharge zones by the Environmental Protection Agency, removing provisions for petitioned areas.

Authorizes the Coastal Resources Commission to approve permits for construction of terminal groins as sediment management devices through variance, notwithstanding existing rules that would otherwise prohibit such construction.

Requires terminal groin permit applications to include an environmental impact statement and mandates that permittees provide financial assurance through bonds, insurance, or escrow accounts to cover removal costs if the structure causes adverse environmental or property impacts.
