Authorizes the Secretary of Environment and Natural Resources to permit the Marine Fisheries Commission to develop temporary management measures to supplement existing Fishery Management Plans without following standard procedures.

Temporary management measures created under this expedited process are exempt from advisory committee consultation, regional advisory committee review, and the Commission's standard Priority List and Schedule requirements.

Temporary management measures must be incorporated into the next scheduled Fishery Management Plan revision or automatically expire when the revised plan is adopted.

Expedited supplementation process applies only when the Secretary determines it is in the interest of long-term fishery viability.

Effective upon passage (ratified June 17, 2010, approved June 23, 2010).
