Direct the Marine Fisheries Commission to adopt rules by October 1, 2012 governing suspension, revocation, and reissuance of marine resources licenses under Articles 14A, 14B, and 25A of Chapter 113.

Commission must consider whether to differentiate between minor and major violations, how to define such violations, and how to improve service of revocation notices.

Commission must consider how rules should treat recreational fishing violations and whether littering or assault on marine patrol inspectors should trigger suspension or revocation.

Commission must consider whether to strengthen suspension and revocation provisions for harvesting shellfish from polluted waters.

Amend G.S. 113-171 to expand suspension and revocation authority to cover licenses under Articles 14B and 25A and allow the Secretary to suspend, revoke, and reissue licenses in accordance with Commission rules.
