Authorize the North Carolina Marine Fisheries Commission to establish permits for gear used in fisheries that require observer coverage under state or federal law.

Allow the Commission to set fees for observer coverage gear permits that cover both administrative costs and the costs of implementing observer coverage for the fishery.

Add new subsection (c) to G.S. 113-169.1 to codify the Commission's authority to regulate gear in observer-required fisheries.

Effective upon enactment.
