H1717 - Modernization of North Carolina ABC System

• Establishes new definitions for "general manager," "finance officer," and expands conflict of interest standards for ABC Commission members and local board members with detailed exceptions and disclosure requirements.

• Implements mandatory training and performance standards for local ABC boards, including ethics training (minimum 2 hours annually) and allows Commission to establish minimum performance standards for enforcement, store appearance, efficiency, and customer service.

• Increases bonding requirements for local board members and employees from $5,000 to $50,000 and caps board member compensation at $150 per meeting unless otherwise approved by appointing authority.

• Reorganizes Rowan/Kannapolis ABC Board governance to provide equal representation with one member each appointed by Rowan County Board of Commissioners, Kannapolis City Council, and Salisbury City Council.

• Modernizes local board financial operations by establishing balanced budget requirements, designating a budget officer role (general manager), and creating new procedures for budget adoption, amendments, and disbursements subject to Commission oversight.
