Provides additional operating flexibility to cooperative innovative high schools by exempting them from certain state laws and rules, similar to exemptions granted to charter schools.

Allows programs to be exempted from laws and rules applicable to local boards of education, school administrative units, community colleges, constituent institutions, and local boards of trustees.

Exemptions do not apply to personnel-related statutes and rules, which remain subject to standard requirements.

Implements recommendation from the Joint Legislative Joining Our Businesses and Schools (JOBS) Study Commission.

Effective upon enactment, applies beginning with the 2010-2011 school year.
