Validates fire district boundary changes in Cabarrus County that were adopted by board motion rather than formal ordinance between May 10, 2006, and the effective date of this act.

Requires that boundary changes adopted by motion must be reflected in the minutes of the Board of Commissioners to be considered valid.

Maintains existing requirements for future boundary changes: Board of Commissioners must adopt an ordinance, hold a public hearing with at least 14 days' notice, and provide a map of proposed changes.

Prohibits overlapping fire districts and prevents fire district boundaries from extending into municipal corporate limits (except areas already within a fire district under existing law).

Effective upon becoming law.
