Establishes the North Carolina School of Biotechnology and Agriscience as a public school located at the Vernon G. James Research and Extension Center, offering a high school diploma and up to two years of college credit with emphasis on science, technology, engineering, and mathematics.

Creates a 9-member Board of Directors appointed by the Governor (3 members) and chairs of local boards of education from Bertie, Chowan, Halifax, Hertford, Tyrrell, and Washington Counties (6 members), with staggered 2-year and 4-year terms.

Prioritizes admission for first generation students and residents of the six named counties; requires students to be North Carolina legal residents or children of active duty military personnel stationed in the state.

Allocates funding through State Board of Education per pupil allocations and transfers from local school administrative units based on student enrollment; permits free enrollment in authorized University of North Carolina courses.

Makes school employees exempt from state personnel law (Chapter 126) except for certain provisions, and establishes criminal history record check requirements for school personnel.
