Increases annual allocation to the Department of Public Instruction for School Support Division positions from $1,000,000 to $1,700,000.

Changes allocation from discretionary ("may allocate") to mandatory ("shall allocate") funding requirement for the State Board of Education.

Expands School Support Division responsibilities to include green building design oversight and architectural support for local school administrative units.

Directs funds to support Plant Operation Section and School Planning Section in assisting schools with energy management, water management, hazardous materials, air quality, and environmental practices.

Requires Department of Public Instruction to report annually to the Joint Legislative Education Oversight Committee on program effectiveness by April 15 each year; effective July 1, 2010.
