Replaces references to "seven-year" transportation improvement programs with "Transportation Improvement Plan" throughout relevant statutes.

Expands DOT authority over "all transportation projects" and grants power to locate and acquire rights-of-way for distributed antenna systems (DAS) as permitted by local zoning.

Transfers rule-making authority from Board of Transportation to the Secretary of Transportation or the Secretary's designee and revises the disadvantaged minority and women-owned business program requirements, extending the program's expiration date to August 31, 2014.
