Direct the Department of Agriculture and Consumer Services and the Division of Soil and Water Conservation to develop a plan identifying agricultural water infrastructure needs not covered by EPA surveys.

Plan must include a reporting mechanism to the General Assembly, methods to identify current and future agricultural water needs, best management practices for water conservation, and a regular update schedule.

Requires collaboration with the North Carolina Farm Bureau Federation, other agricultural organizations, and farmers in developing the plan.

Department must report to the Legislative Study Commission on Water and Wastewater Infrastructure by November 1, 2010 on plan development, methodology, implementation timeline, estimated costs, and any needed legislative changes.

Takes effect upon becoming law.
