Establish a task force led by the Department of Environment and Natural Resources to develop a statewide water and wastewater infrastructure survey addressing gaps in current information on economic development needs, system service areas, reservoir costs, failing systems, and water loss.

Task force must develop a plan to incorporate EPA survey data and new statewide survey information into the State water supply plan under G.S. 143-355(m).

Task force must recommend a plan for creating a statewide water and wastewater infrastructure database or alternative system to consolidate information on needs, resources, and funding and make it accessible to applicants, agencies, and policymakers.

Department of Environment and Natural Resources and Local Government Commission must jointly evaluate monitoring financial condition of public water and wastewater systems, including reviewing grant applications, developing financial benchmarks, requiring annual audit statements, and implementing remedial measures for revenue shortfalls.

Task force and departments must submit findings and recommendations to the Legislative Study Commission on Water and Wastewater Infrastructure by November 1, 2010, including estimated implementation costs and required legislative changes.
