Requires local governments and community water systems to submit revised water supply plans when 80% of available water supply (based on calendar year average daily demand) has been allocated to current or prospective users.

Also triggers plan revision requirement when seasonal demand exceeds 90% of available water supply capacity.

Revised plans must specify how the water system intends to address foreseeable future water needs and include current and anticipated reliance on surface water transfers.

Maintains existing requirement that local water supply plans be revised at least once every five years to reflect changes in relevant data and projections.

Effective upon becoming law (ratified July 1, 2010).
