Department of Agriculture and Consumer Services and Department of Environment and Natural Resources shall develop a plan with the NC Farm Bureau Federation and other agricultural organizations to identify agricultural water infrastructure needs not covered by EPA surveys.

The plan must include a reporting mechanism to the General Assembly, methods to identify current and future agricultural water-use needs, best management practices for water conservation, and a schedule for regular updates.

Both departments shall jointly design a cost-share program to provide technical and financial support to farmers and agricultural landowners implementing best management practices for water conservation and storage.

Departments must report to the Legislative Study Commission on Water and Wastewater Infrastructure by November 1, 2010, including estimated implementation costs, proposed methodology, funding sources, and any necessary legislative changes.

Act became effective upon passage on July 22, 2010.
